New TRICARE Retired Reserve (TRR) Program 

 The Department of Defense, through the TRICARE Management Activity (TMA), is offering the TRICARE Retired Reserve (TRR) program, effective October 1, 2010. TRR implements Section 705 of the National Defense Authorization Act for Fiscal Year 2010 that allows certain members of the Retired Reserve, who are qualified for non-regular retirement but are not yet age 60 (“gray-area” retirees), to purchase TRICARE Standard Coverage
.
TRR is similar to TRICARE Reserve Select (TRS) as follows:

  • It is a premium-based TRICARE health plan for Reserve members.
  • It is TRICARE health plan available for purchase by qualified members of the Retired Reserve and qualified survivors as determined by the DoD Reserve Components and will be reflected in the Defense Enrollment Eligibility Reporting System (DEERS).
  • It offers Standard health benefits for Retired Reserve members and their eligible family members or survivors.

Eligible retired members need to meet both the following criteria:

  1. They are a member of the Retired Reserve of a Reserve Component of the armed forces who is qualified for a non-regular retirement under 10 U.S.C. Chapter 1223, but has not reached age 60.
  2. They are not enrolled, or eligible to enroll, in a health benefits plan under 5 U.S.C. Chapter 89, the Federal Employee Health Benefit program (FEHBP).
